If you need to teach the browser that a file is actually only for download but not for opening, you can use the following meta tag:
• meta name = “Download Options” content = “Noopen”
As of now, the browser does not know any open button when Donwload. I needed this in a SharePoint project where a customer has external access to the portal, but should not change the current template.
